During the past month I have came across various articles by w3c regarding development and UI design for the elderly and people with various forms of disability.
According to RNIB statistics in 2008, The major eye disease in the UK is as follows:

This plug-in takes advantage of simple CSS capabilities in order to naturalizes the particular weaknesses caused by each particular disease.
This plug-in assumes the type of diseases has been inserted by the user at registration time on a particular website and passed into the plug-ins as JQuery options at render time so the page is rendered for the user accordingly.
The plug-in currently supports major diseases in the RNIB report but hopefully soon it will cover most eye diseases.
